This medium is called Resin. I specialize in aerial ocean scenes that look like a drone shot of the ocean. The Resin is mixed with alcohol inks or acrylic paint and used to create the ocean scene or abstract pieces. Then a blowtorch is used to pop bubbles and get a glasslike finish. I use 3-5 layers in each piece, and it gives such depth! You can look down into the art and see rich color, ocean floor, fish and white lacy ocean foam.
